Though much recent and significant work has been done, Managing DTV loudness of programs and commercials continues to be problematic to content creators, broadcasters and multichannel video program distributors (MVPDs). Standards setting organization, the Advanced Television Systems Committee (ATSC) has released a recommended practice document A/85; Techniques for Establishing and Maintaining Audio Loudness for Digital Television. This openly available paper offers guidance to producers, engineers and operators on how to measure, monitor, and manage program and commercial loudness. By following these recommendations, content creators, broadcasters and MVPDs can provide consistent loudness to their audiences while complying with current ATSC techniques and applicable FCC regulations. In this tutorial session, attendees will learn how to apply the practices explained in ATSC A/85 relating to production, ingest, post-production, broadcast, and multichannel video program distribution facilities and operations.

Future Commercial Satellite Communications Services Acquisition (FCSA) Update

In July 2009, two large Federal Government Agencies (the General Services Agency and the Defense Information Systems Agency) created a partnership to acquire commercial satellite communications (COMSATCOM) services for all of the Federal Government. After engagement with industry to solicit feedback on critical aspects(e.g., Information Assurance requirements) of the Future Commercial Satellite Communications Services Acquisition (FCSA) program, contracts are being awarded that will provide both Fixed Satellite Services, Mobile Satellite Services and End-to-End turnkey solutions. The FCSA program has created a common marketplace for both Federal Government COMSATCOM customers and industry suppliers. This session will discuss the FCSA program, including a brief history, progress to date, and ongoing activities. It will also provide information on how COMSATCOM providers who have not been involved to date can still submit proposals to provide services for Department of Defense and other Federal Government requirements in two targeted service areas.

A Call To Action: Working Together To Combat Satellite Interference

For over 30 years we have seen extraordinary year-over-year growth in the use of satellite services in the media, government, military and enterprise sectors. Unfortunately, a consistent threat to this growth and the potential sustainability of mission-critical government and commercial business operations continues to persist. Radio-Frequency Interference (RFI) continues to threaten just about everyone involved in the supply-chain of the satellite business. From the distribution of rich media content to distribution partners and consumers to LAN/WAN interconnections, point-of-sale transactions and mission-critical government services, RFI threatens the very essence of these operations. Fortunately, there is an initiative that several global satellite operators have embarked upon that is promoting an interference free environment. Although Intelsat, SES World Skies and other operators have taken the lead in this initiative, this program can only be effective if everyone involved in the industry takes an active part in being part of the solution. Some of the topics to be addressed will include a discussion of the initiative and its components, timing and evaluative measures and costs. Learn how you can work with the entire industry as it seeks to cooperatively combat the threat that RFI has on our satellite businesses.

From NYC to Haiti: Re-Learning the Disaster Preparedness Lesson

The primary lesson learned from the international disaster-recovery effort in Haiti - as well as from the rebuilding program currently underway - is the same lesson learned in New York City - and in Indonesia - and wherever disaster strikes. We have learned that preparedness is key.

 This session will explore three aspects of the preparedness challenge: The development of rapidly deployable and pre-positioned telecommunications disaster-recovery networks; an upgrade path to support medium and long-term development requirements; and closer co-ordination among disaster-preparedness stakeholders such as local government, USAID, NGOs, U.S. DoD, UN aid agencies, and other groups involved in disaster response and development.
